Startup issues after dusting

Hey everyone! I'm writing with a concern over my PC. I unplugged it and all its peripherals for dusting and replugged when I was done. Then when I attempted startup, my displays kept black for a suspiciously long time, and the computer shut down. Not ten seconds after that it restarted and kept doing this cycle for more than 10 minutes until I cut the power. In the past I have had this issue but it usually sorts itself out after a while. However I want to figure out what's going wrong.

Specs for reference:

GIGABYTE H61M-S2V-B3
cooler master gx650W bronze
Two 1600x900 VGA displays that are plugged to the hdmi and dvi ports of a gtx 650ti using converters
OS: windows 10, although back when i was on 7 the issue remained

I'll appreciate any insight into the problem. Cheers!

P.S. I filed this under the hardware-mainboard category since it feels most likely to be a problem in my mainboard or the physical build.

Make sure DRAM and power and data cables are all securely installed

Did you remove the CPU cooler? You might have forgotten to put new thermal paste. Happened to me a lot in the past.

Update: after some research on the forum. I was able to perform startup once I reset thw CMOS clock. Issue resolved.

I didn't remove the CPU cooler but it's probably reasonable to have thermal paste at hand just in case.
