Startup Problems PC

I recently added a new Motherboard,CPU,And ram and I'm not to great at building Pc's but I was having an issue where my PC would freeze after a few minutes, so I reset my PC, now im just stuck at, "Choose A Keyboard Layout" once i do that i press continue to windows 8.1 and it just trys to load then goes right back to "choose a keyboard layout". Trying to boot from a previous Windows save won't work either. I also do not have any disks of Windows at all. My harddrive already had Windows.

CPU Ryzen 1300x
Ram
Ballistix DDR4 2400MHZ 8GB 1 stick

You cannot change motherboard, cpu and ram, and expect everything to work as it did.
A fresh install of Windows is required after changing motherboard.
