[SOLVED] Startup Repair and blue screen infinite loop.

Hello guys!
My friend recently ran into a problem when trying to turn on his PC. I've never seen this problem before, that's why I can't solely help him and I need your help!
Apparently, when he boots his PC, windows prompts to start Windows either normally or using Startup Repair(recommended). No matter which one he chooses, the next screen turns blue and details are described. The PC then proceeds to restart and the same thing happens over and over again, basically an infinite loop...
I'm posting 2 pictures below so that you can better understand the problem.
ANY help would be highly appreciated. Thank you!

I would also try booting with one RAM chip; if one chip doesn't work, try the other.
