stat question

I was just reading an FAQ about IVs, EVs, etc. in R/S (and F/L as well) and
I was wondering, since it is best to level up your pokemon before
calculating IVs, is there no way to calculate the IVs of the starters before
you battle with it? (Assuming you use the starter as you play the game).

You can calculate them at level 5, but you'll get an extremely broad
range of possible genes.

Meowth346 has a calculator that lets you use the stats from multiple
levels to figure out the genes. If you meticulously keep track of which
Pokemon you've beaten, you can even get accurate results for Pokemon
with Effort on them.

Straaaange... Well, try going to http://pokefor.tk/ in the "Advanced"
section and clicking "Individual Value Calculator" near the bottom of
the page.
