Static and stuttering post SSD install

I recently upgraded my OS drive to a Samsung 850 Pro. Since, whenever I am downloading anything, say a game from Steam, I cannot play anything else without static, stuttering and mouse issues. When I installed the SSD, I did a clean Windows 10 install. The issue is the same regardless of trying to run it on the OS SSD or my second SSD that I keep most my games on. i7 4790K, GTX 1080 SC, 16GB Corsair Dominator. Any ideas would be appreciated.

You may need to install your drivers if you hadn't or only did your GPU's. Motherbd chipset first, then the gpu drivers, followed by the rest of the motherbd drivers is the order I go in.
