Static discharge Problem

Hello, so ever since I build my PC the top grate where two of my fans are is shocking me... sometimes. For example last night i brushed my finger over the grate and it shut the PC off and i got the blue screen loop. i fixed the loop, but id really like to prevent any further issues. My PC is on a wooden stand on the floor under my desk.

Specs:
Geforce gtx 950
AMD FX 6300
8gigs ram

It's more likely you shocked it instead of other way around but it had to be pretty strong discharge to shut PC down !!! Check if you have full ground to PC, all power way back to fuses. PC itself has nothing to produce such static electricity and any should have been conducted thru ground to earth.
