Static monitor with changing colors and lines

My dad just built a computer and when he turns it on, there is just a color changing screen with horizontal and vertical lines. The color turns red however when you hold the power button. What do you guys think is the problem?

Well he didn't do anything with the graphics card. Truth is that he is actually just replacing the mobo and the ram.

and if he touched a memory chip on the graphics card he may have destroyed it with the static electricity on his hands
