Static noise on Monitor when powering on

I just got an RX 580, and I've noticed that 9/10 times, when I turn on the monitor while the computer is already on, there is static noise for a whole 2-3 seconds before going to normal. I've done a clean install of the drivers but to no avail. Check it out here:

How is the 580 connected to the monitor? Do you use VGA?

Which LG monitor model is it?

I don´t think it´s a problem, it just takes a little while to detect the monitor and the monitor to get a source.

It is connected via DVI to an LG 22EN33

you may be hearing the caps come on when the monitor sees the pc is on and power up to full on from full off. most newer monitors go from sleep to on now and dont need to be turned off.

Is it a Gigabyte 580?

Use DDU uninstaller and remove all previously installed graphics drivers (nvidia and amd).

Install the latest driver from AMD.com

I have a Sapphire Pulse RX 580. I tried DDU but the problem persists. Oddly, when the driver was uninstalled, the problem went away
