Static Noise when using HDMI on GPU

Hello, so I have my hdmi connected to my GPU (r9 270x) and everytime I play a game it drops FPS and makes static noises. I use a 21 inch tv. I also tried using a VGA cable and since I have no speakers I had to plug in headphones and it did the same. Wondering if it is either my Motherboard or GPU. That way I can just upgrade it. Thanks!

Is your card overclocked?
Does the static play though HDMI audio and headphone ports?
Does the static only happen when you're playing games?
Does the static only happen when the FPS drops?
What brand power supply unit are you using?
Try unplugging any other USB devices other than the keyboard and mouse, does it still happen?

I've got a PC with a R9 270X and haven't had any issues like this even...

I've had poor-quality USB devices in the past that cause electrical interference that causes static over analog audio, but not over digital audio.

If possible, try using digital audio and see if it still happens.
