Static on the screen

Hello friends i have been having this problem for some months in which my screen has static and flickering its slight so its bearable but i want ot get rid of it.

i have changed the whole pc pretty much in the last months including the video card, vga cable, power cables, case, power supply, hard drives, fresh windows 8 install etc. i have tried the screen on a laptop and it looked fine so what could it be?

Its the LCD fault you can't get rid of it just changed it.. or you can slap a little bit if you wanna do that way but it's no guaranty not to show again.

At the resolution you have set on the monitor your refresh rate is set wrong.

You need to lower the Hz range with the resolution you have selected.
The monitor is not synced properly and the card is sending a signal slightly above the hz range the monitor can display at the set resolution.

There are always two Hz ranges for selected resolutions, simply set it to a lower one sometimes its as little as going from 60hz to 59hz resolves the problem.

Its set to 60hz and i cant select 59 its not an option!!!

I have plugged a different vga cable its even myssing pins on both sides. its an old one(new cables wouldnt work) and it works 90% better but not perfect still!
