CFM and static pressure are two distinctly different things. A fan can have a very high cubic feet per minute when there is little resistance, and completely suck when there is a lot of resistance. That's why high CFM fans are good for exhaust and high static pressure fans are good for intake and radiators/heatsinks. Fans with high static pressure quite often DO NOT have high CFM ratings, but will maintain MORE CFM's through a radiator or as intake because the fan with the higher CFM that has a low static pressure, struggles to move any air once there is significant resistance.
