Stationary Smear?

I have a two year old samsung syncMaster 931bw lcd monitor. Over the last few weeks I have developed a "smear" effect where the items on the screen kind of bleed to the right (it looks like when you smear ink on paper). This happens on graphics as well as text. Especially in high contrast areas (black text on white or vice-versa) I have no idea if this is common or even what it's called. After a two hour search on google and yahoo, I am turning to the forums for help.

You can download Microsoft Clear-type tuning on the web; it is free, and helps clarity of letters in alot of situations.
