Steam and Windows Firewall

So, Earlier my internet was lagging so I decided to reconnect via windows 7. Upon reconnecting a window came up for Windows Firewall about the Steam Boot Strapper client for access. I can't remember if it was public or private. If I am correct, should the boot strapper client be public on the firewall and the normal steam be private? Like when I go to allow programs on the firewall should it be

Steam - Private
Steam Boot Strapper - Public

Also, is there a way I can get that window asking for the firewall to come up again?

There are lots of them, but they are pretty much universally reviled. Origin is EA's. Ubisoft had one. Some websites have their own clients. The only one really worth using is steam. games for windows live is just a horror.
