Steam audio changes computer audio for the worse

When I open steam to try to play a game, all the audio becomes loud and scratchy, like out of a bad microphone. Even if I quit the game, it will continue until I restart my computer... Anyone know how to fix this?

hard to tell, have you tried:

control panel > sound > default playback device > right click choose properties > advanced tab > de-select 'allow applications to take control of this device'

that should stop steam fiddling with sound.
