Steam disc usage capped after moving to windows 10

I was struggling with the 100% disc usage issue, which I had managed to fix but now I've come across a more questionable issue, I spent 2 hours trying to find a cure for my steam downloading slow (on windows 7 which I have on my other drive I get 8/mbs easy) and now I get just 1 link Here's a link to show my issue. According to task manager I'm using barely any of my drive for steam and a whole lot more of my network than is actually going into downloading a game. Any help you can provide would be greatly appreciated.

Specs:
SSD: Samsung 850 EVO 500h SCSI Disc Device
Graphics card: GTX 1070
CPU: I5 4400
RAM: 8gb DDR3

Here's the thing.....your transfer rate is 9.7 Mbps.....but your potential transfer rate to the drive is much much higher.

Thus you see 5% usage.

You would have to a much much higher transfer rate on the network to see 100% usage on the drive.
