Steam started downloading Csgo content (11.3GB file and 28GB allocated off the drive) WITHOUT my permission.
  • The game was uninstalled at the time and judging by the size of it, it was probably the entire game and not just an update.
  • Steam was running on the background.
  • I did not try to launch or install the game (as i said, steam was running on the background and i wasn't using it at the time, so that eliminates a potential missclick)...It just started downloading the game on its own.
I checked my login history and charges, everything's fine...No suspicious activities.
And i already contacted Steam Support and the experience was a little bit worse than Gigabyte Support...so you know, terrible.

Posting it here so i can hear your thoughts...I was unable to find similar events on the Internet and never had it happen to me before.

Solution
I already said the game was uninstalled and you are talking about updates.
what was stated was "updates or installations".

even if Steam is running "on the background" as you put it
the application is still open in Windows, just not showing on your desktop.
this does not mean it is just sitting as prefetch data waiting to be executed.
it is actually fully functioning in the background.

whether it was user error, server error, or some promotional opt-in that got initialized somehow this is not someone bypassing your permission like you seem to be making it out.

you own the game, even though it was\is not currently installed, so all it actually did was enable the game in your library again and try to...
there are options within Steam for each game and for overall account settings to disable keeping games and Steam software up-to-date.

choices should be to notify you when updates are available,
let you choose to check and apply updates on your own,
or to keep everything updated at all times regardless.

How do i get updates for something i don't have installed in my drives?

It's not an update, because the game was not installed to begin with.
It's not a setting in my profile, because again, the game was UNINSTALLED.

It started downloading itself on its own.
I did not try to install it.
I did not try to update it.
I did not try to launch it.
