Steam Error while downloading Portal 2

I have already entered a ticket for Steam Support but there is a high amount of traffic right now. I'm hoping that someone is able to help me out here since there might be someone who knows how to fix my issue.

I'd really appreciate it if someone could give me some assistance with this.
(If I'm posting this in the wrong section then I apologize)

I have recently installed a secondary hard drive. I decided to create a Steam directory on the new hard drive and put all of my Gmod related games on it.

Directory: B:\Steam

All of the other games that I installed to the secondary directory have installed without any issues. It is only Portal 2 that I am having trouble with. Every few seconds I have to resume the download. If I exit the Steam client then the game does not appear in my downloading list. I have to manually restart it by right-clicking the title in my library and then click "resume update".

My default server is in New York, I'm using an automatic port(5000), and there is no limit to my bandwidth by the Steam client.

The install location has 218 GB of free space left so it doesn't seem to be a problem regarding storage. The HDD that it's downloading to is a Hitachi HTS545032B9SA00 and it's formatted to NTFS.

I have tried to verify the files but it doesn't work. I have tried to click "Play", hoping that it would restart the download if it fails but I got an error. "An error occurred while updating Portal 2 (disk write error).

After receiving the error, I right-clicked my B: drive and went to properties to do an error check. No errors were found.

I've included a picture showing what the download keeps doing. All other games I have installed in one sitting and didn't do this. I had Portal 2 on my computer in the past and haven't run into any problems with it.

We need to find out if its software or hardware problem. But i think that its software because Steam likes to have only 1 directory. The only thing you can try is uninstalling Steam and installing it on your B: disc. because when you have 2 directories Steam dosent know where to download so he glitches out and starts making problems. When you install Steam it asks where do you want your games to be downloaded (its where the steam is going to be installed) so the only way to fix it is to, re install steam with only 1 directory and only 1 place where it can download games. This should fix the problem.
 


I can't really do that, there's not enough free room on either one of my HDDs. My other HDD was running low on storage space. If I ever get a 4TB HDD then I'll move everything over to that but, for now, my 1TB HDD is my primary HDD while my 300 GB HDD is backup storage.
 
Well until Steam makes that you can install games on both HDD you will not be able to play Portal 2. Im sorry but thats the only and the obvious way to repair the problem. I have 60 games and 45 of them are installed on 500gb HDD.
 


I had over 300 GB of games installed recently(54 games were installed). That was after deleting a good 50 or so games that were downloaded.
