Question Steam first time setup directx no other fixes seem to work

I just build a new pc and i keep having the issue with steam where when i go to run a game it gets stuck on the first time setup for directx. the problem is that i have everything for it. I have the latest directx so anytime i run the installer it errors and the logs say i already have it. deleting the .vdf file doesnt stop it i even copied the files from my old hdd to make sure that i wasnt missing anything.
I'm running windows 10 pro 64bit with an rx 580 a ryzen 5 and a 2tb hdd

what game? did you reinstall the os?

rgd1101 so far the only 2 games i've dl'd to the new pc is darksouls 3 and resident evil 2 remake and both have the issues, as for os if you mean windows its a clean install if you mean steam no i haven't done that yet. magmgarcia i have tried all 3 of those and none of them work
edit: not sure if this is what did it but i installed soul caliber 6 and after it finished its first time setup now everything else works fine.
