At first I had to 500gb HDDs. One had all my steam games and the other had everything else. I recently bought a 128gb SSD for windows and everything else. This way I could have 2 500gb drives just for steam games. my first 500gb is full and I have more games to download so I was going to make another steam apps file in the other now empty 500gb but I don't know how.

You can have another steam library folder and you can have games installed on a SSD and on a HDD.
You just need to create another steam library folder in the settings.

No, it won't do that. But I think, trying to add new places is on hold until whatever you are installing is finished.

Once you do have alternate locations identified, you have to make the selection of which drive or folder to install to. It doesn't choose automatically if a particular drive is near full.

well, yes, but....

Going through the Steam settings, what is it actually doing when you try to create a new folder? I just made one, directly through the Steam client.
