I wonder if that's 18.8 million different users, or 18.8 log ins. I know I have more than one device with Steam installed, not to mention the Steam all on my cell.

The charts are referring to "concurrent users", so I would imagine it's counting accounts once, no matter how many systems they are logged in with. In any case, I suspect the vast majority of users are only logged in on one system at a time anyway.
