Steam help pls

Im new to this pc gaming thing, my wifi is so slow, can i ask my friend to transfer the game file(like pubg) into my steam folder, after i buy the game, can i play it without needing to download again?

In general, yes.

You need only transfer over the game files and Steam will just get anything else it needs, avoiding the downloading of the entire game.

Yes you can, just go to his steam folder,common files and copy the game files and the app manifest of pupg and paste the game files and manifest in the same directory by your side.
