Steam icon on taskbar not working

Hi! I recently got an SSD, so I wiped my old HDD and put my OS on my SSD and made my old HDD a holder for larger files. I installed Steam on it, and the icon when put on my taskbar and pinned does not work. This is what it looks like, and its very annoying. It's not in compatibility mode and Ive tried re pointing it to the exe, to no luck. Any idea either whats causing this and preferably how to fix it? Thanks!!

I would say just reinstall steam on ssd and just make game library the hdd
