I have an AMD Ryzen 5 3600X, 32GB of Ram and a GTX 3060.

I've reinstalled Steam and ran HLL, Fallout 4, and a few other games and it doesn't matter which, with my task manager open, the CPU percentage spikes right after I exit out of a game, and my computer locks up, having then to force restart my whole computer.

Are you overclocking any hardware components, e.g ram, cpu, gpu ? Are you using keyboard only or controller for games?
You can also try running steam in safe mode to run a game and see what it does.

All of my main components are factory issued standard and I am not, nor previously, overclocked either the CPU, RAM nor GPU.

I will try the safe mode and see how that works.

Also look in Reliability History/Monitor and Event Viewer.

Either one or both tools may be capturing some error, warning, or even an informational event that is generated when you exit a game.

Look for entries mentioning/referencing the game or steam.
