Steam is preventing shutdown

So I just updated windows 10, and it asked for a restart, so I did. However, steam was preventing shutdown. I made sure pub g was updated and shadow of the tomb raiders pre download was finished. I hit force restart for steam. (Usually steam does this but it always corrects itself and shuts down automatically...this time I had to press force restart)

Is this okay? I mean maybe I should have closed steam properly by logging out or fully quiting the app but I never do and it's been fine thus far. Am I good guys?
