Hey Folks, might be hard to explain, but I'll try to as I've done the usual troubleshooting and watched a bunch of VODs and forums to no avail and I really do not want to be uninstalling/reinstalling STEAM as I'm like 99% sure this is fixable as similar problem happened half a year ago that I managed to temporarily correct using a workaround provided below.
All was fine still today, I played some Diablo 4 and when I existed the game it also shut my STEAM down along with closing the game (mybe a crash, but no errors or anything like that). but since then I wasn't able to get back into steam menu. I was no longer able to launch STEAM, but a correction here, the important thing is it does load as I do see its processes in the task bar as if it should be working (see screen below)
But the STEAM icon is no longer showing under Hidden Icons as it used to before and it just doesn't do anything. What I mean is steam's context menu with your game library, settings, etc does not open up, I cannot launch any game from their respective shortcuts either, so pretty much steam shows launched, but its not coming up on my screen. Back in the day it was an issue with potential Scaling or UI and so I found a fix here that worked for me half a year ago https://steamcommunity.com/discussions/forum/0/6516193260168858474/?ctp=2 I added -vgui launch parameter to steam.exe C:\Program Files (x86)\Steam\Steam.exe" -vgui which worked before, but not anymore. Also https://steamcommunity.com/discussions/forum/1/6516193260169315933/?ctp=4 My scaling is fine at 100%, i tried to pin steam icon to start and/or taskbar and start it from there, steam does launch and I can see it appear in taskbar as well as it shuts down successfully if i mouse right click on the icon and exist out of it. It exits steam and launches it, but i dont see it visually come up, i cant go into any tab such as settings, library etc as that menu does not load at all.
My PC Specs are even though they shouldn't matter really these days with the exception of Windows version as to be honest this new PC I got half a year ago came in with Win 11 and thats when I started having issues with STEAM.

So ya, this is probably confusing to whoever reads it, but I thought to ask here as last resort before I uninstall . I tried rebooting, full shut down, there is no issues with any drivers, all is up to date, there were no changes happening prior to this event, it was literally me playing a game, leaving the game which auto shut down the steam that I could never get back into after. I cant even verify game integrety cache, cause that menu is not actually loading for me at all, the context menu or whatever its called, I even tried loggin into steam online then going to some game that I know I have and try to launch it by clicking Play Now on game's store page and it wouldn't react, so ya, just thought to ask, but im about to save my common files folder and re-install steam to see if it gets me anywhere, but i think its something solvable, its likely win 11 + steam that might be conflicting, but i dont know...
