Question Steam not connecting to online servers

When opening the steam desktop app, and upon signing in, steam will not connect to the online servers, even though the PC can connect online.

I am unsure what brought this on and what has changed from before it was working until now.

I am using Windows 7.

I have tried:

1. Reinstalling steam.
2. Turning off the firewall and anti-virus.
3. -tcp method
4. Flushing the DNS.
5. Resetting winsock.
6. Changing the LAN settings.
7. Compatibility mode.
8. Tethering instead of LAN cable.

Forgot to mention - I did one with Kaspersky.
