Steam not updating game

An update has been released for a game i play and steam wont update it. Like, when i run the game it starts up in the previous version of the game. And it clearly says the game has been updated on the game news. So idk what steam is doing, but i cant play the new update because steam wont decide to update it.

I tried that and all the other stuff. (clearing download cache, and reinstalling the game, and doing partial reinstall of steam
