If I wanna have access and play my Steam games at a friend's house, do I need to have both the games and the client installed on the external hard drive? Or just the games and save files?

You'd have to log into his Steam client with your credentials, then tell the client where the games are.

Thanks, but say some of my games only have local save files (not cloud), in places such as C:documents or other places in C:, his steam client will not have access to those files right?

Great, I'm finally starting to get it. So before cloud saving, people could not access their save at a friend's house?

Correct.
If that save point exists only on your PC....getting to it from some other system is a hassle at best, impossible at worst.
