Steam reaches max download speed when chrome/JDownloader 2 speed is low

Hi!

I have a problem with my LTE internet. SpeedTest shows that i should have download speed of 1,5-2,0 Mbit/s and I get it with flashget downloading a file from a premium server. At the same time Chrome, Firefox and JDownloader2 downloades the same file from the same server with 200-500 Kbit / s. Steam also downloads with max speed.

I have tested ADSL connection(it is in the same building) on the same PC and chrome/JD2 was working fine, reaching max speed.

How can JD2/Chrome download with differnt speed than FlashGet the same file from (i presume) the same server at the same time? What can be the problem here?

I have tried reinstaling drivers, JD2, trying Ashampoo Internet Accelerator - http://www.speed.io/ shows that "Connects" parameter is 250 con/m which is "VERY SLOW". What does it mean?

Edit1
I have tried downloading AMD drivers and I've got around 800 KiB/s - so its closer to what my speed is supposed to be. Also if I download many files from the same server the total download speed gets around 800 KiB/s.

FlashGet has stopped downloading with higher speed.

Edit2
My thoughts are that maybe the internet provider is blocking users if there is a high load. But this does not explain why Steam was always working on the highest possible speed. Now everything is back to normal for the time being.

You can't test download speeds on the same device from more than one program, test them one at a time. This won't work for a test: "How can JD2/Chrome download with differnt speed than FlashGet the same file from (i presume) the same server at the same time? What can be the problem here? "

You start one download, it takes up bandwidth, start the second, it has less bandwidth to use.

Also unless you have issues constantly, which you don't seem to, it's not really an issue unless it happens a lot, but can still be what you are downloading and from where and how.
