[SOLVED] Steam requires me to run as Admin, how to change?

Steam won't allow me to download any games to my HDD and won't automatically start Wallpaper Engine without exiting Steam and then running via Admin which is a bit annoying. Is there any way I can make it so Steam always runs as Admin?

I've done it before my right clicking the Steam icon on my mouse and right clicking the mouse again which then gives the option to run as administrator.
