Steam thinking a game is running when not.

Hi, Whenever I launch steam, it always says that i am playing Cod Waw, this happened after i played a bit and then quit steam. The problem has not happened before and i have tried restarting my computer (Several times), I also ended PnkBstr (PunkBuster) which was running on startup, (I disabled it in services.msc). After this i have found no other way to solve it, i think somthing is set to start up on launch but i cannot find anything related, i have gone through task manager and ended everything that it could be, with no result.

I am on Windows Technical Preview but that is not the problem, I have tried Steam Beta, no luck, and i am on the latest build.

Edit: Fixed it, If anyone ever has this problem, start in safe mode (Click on restart while holding Shift if on Windows 8+), Then Delete the main .exe file in your install directory in safe mode, restart, verify game cache, and it should work.
