Steam transfer with limited internet connection

Hello in a week or so I am getting my new pc but I have very limited internet connection is there a way I can transfer the steam game files via usb or another way please describe me how to do it with even those little details. Thanks

You can move the whole steam directory without affecting the games installed. It will auto config itself to the new directory of where you put it.

But how do I transfer it I guess it could be with a memory stick but that would be hard I only have one with 16Gb. Is it possible to connect a cable that has Usb in both sides and transfer with that or how?

No, you can't do it via a USB cable.
Do you have a router of some sort?
