Steam videos slow on PC but fast on mobile.

I'm encountering a very strange phenomenon whilst I stream online, my phone streams videos very fast, yet my PC is slow as a snail. I have 100 mbps internet, not sure what the hell's going on!

Is your pc connected via cable or wifi to the router?

Graphics driver up to date?
Ethernet driver up to date?
Wifi within reach and good connection speed? Also driver up to date?
