Steam won't recognize GTAV file transfer

I recently built a gaming PC and since I don't have internet right now I'm using my laptop and downloading the games there then transfering the files to my PC. I transfered Fallout 4 and dying light just fine and steam recognized the game files without any problem, I recently tried to transfer middle earth shadow of mordor and GTA V but when I install them and the game files are recognized it starts to download the whole file all over again. I'm not sure why this isn't working because it worked before

Not really sure why you are doing what you are doing. Why don't you have internet on the desktop but do on the laptop? You can't run a cable to the router or move the PC near the router for this? How are you going to logon to Steam to play the games once you copy the games?

Okay it turns out that steam needed the appmanifest file for it, I'm not sure why it needed it for some games but it worked
