[SOLVED] Sticky liquid around gpu chip

I bought a second hand r9 270 and there is this sticky liquid only around gpu chip. What is it?

Looks like a cheap thermal compound that breaks down into components... Don't sweat, with a soft brush wash using isopropyl alcohol all around the die and surrounding caps, apply good thermal paste, and close it down.
