Just a quick question.Is the "return to hand" ability on all of the
Pulses considered a triggered ability which can be Stifled? Or not?

No; it's just another part of the spell's instructions, that occurs
while the spell resolves.

Triggered abilities include one of the words "When", "Whenever", or
"At".

Nope. It's part of the spell. You have to counter the entire spell to counter
the return to hand effect. (And, really, why would you want to just counter
the RTH effect?)

Does the word "when", the word "whenever", or the word "at" appear on them?
No? Then no triggered ability is involved.

More generally, unless a spell's effect -says- in one way or another that
it causes something new to be put onto the stack, such as Fork does, it doesn't
do any such thing; the effect of the spell happens while the spell is
resolving. The Pulses return themselves to your hand, if the condition is
true, before they would finish resolving; this return does not itself "go
back onto the stack" in any way any more than the "create a Beast token" or
the "deal 4 damage" or the "discards a card" part of various Pulse effects do.
All of these happen as part of resolving.

(I don't know where the "part of what the spell/ability says to do 'goes back
on the stack' and doesn't itself happen until later" Myth of Magic comes from,
but it does seem to be persistent, ranking at maybe #4 or #5 on the list...)
