Stifle Question

Hello all and thank-you in advance.
I came across a play situation in which the first player lays down an
island and says "go." The second player lays down one of the sac-lands
(Flooded Strand, Windswept Heath, Bloodstained Mire, etc). The land's
ability is not specifically a mana ability, so my thought is that
after the "Tap, pay 1 life, sac land" cost is paid, Stifle can respond
to counter the library-searching ability on the stack. I couldn't
find any specific clarifications or errata on this. Would appreciate
any clarification you can provide.

Stifle
U
Instant
Counter target activated or triggered ability. (Mana abilities can't
be countered.)

Windswept Heath
Land
Tap, Pay 1 life, Sacrifice Windswept Heath: Search your library for a
forest or plains card and put it into play. Then shuffle your library.

406. Mana Abilities

406.1. A mana ability is either (a) an activated ability that could put
mana into a player's mana pool when it resolves or (b) a triggered
ability that triggers from a mana ability and could produce additional
mana. A mana ability can generate other effects at the same time it
produces mana.

A "{T}, Pay 1 life, Sacrifice Windswept Heath: Search your library for a
Forest or Plains card and put it into play. Then shuffle your library."
ability could not put mana into a player's mana pool when it resolves,
and is therefore not a mana ability. Stifle would have no difficulty
targetting and countering it.

Just because the ability is on a land doesn't make it a mana ability. It's
only a mana ability if it produces mana or it triggers off of something
producing mana...

The Sac-lands' abilities aren't mana abilities, so you can Stifle them just
fine...

Correct.

Well, even more specifically:
a) if it's an activated ability that could under some condition produce mana
on its own.
b) if it's a triggered ability that could under some condition produce mana
on its own AND it triggers off of a mana ability

[So Cathodion's triggered ability is _not_ a triggered mana ability, for
example.]

But yes, the Strand has no mana abilities at all; its ability uses the stack
and can be Stifled.
