Still getting black screen. What to do?

I've tried all suggestion to solve black screen on startup problem. Tried safe start, safe start with internet and low resolution. Still get black screen. Will microsoft fix this problem eventually? Is there something I can do in window 7 before installing the windows 10 upgrade? I can get to the command line: Is there a command line solution to get this solved or at least get safe start that is visible.

In my line of work updating the BIOS fixes most of the black screen issues people have been having.
