Still having constant stuttering issues in CSGO with gtx 970

I am getting a couple of stutters per game in CSGO and I have no idea why. If you have any idea why please reply. Sorry I keep on having to remake a thread on this I just haven't been getting any answers. Thanks
Specs:
I5 4690k @ 3.5ghz
Evga gtx 970
Asrock z97 anniversary mobo
evga supernova 750 watt power supply
8 gbs of g skill ripjaws ram (2x4 sticks)
cooler master hyper 212 evo
windows 8.1
driver version 361.43
1080p 60hz monitor
vsync off (terrible input lag with it turned on)
 

Just randomly it seems I'll have fps drops. I haven't noticed it happening at any certain situation. Also I have checked my temps and usage on gpu and cpu and nothing seems odd. Memory usage is fine too.
 


That's odd, the game is pretty easy to run and you should have no problems running on max settings, but try lowering them anyway and see what happens.
 

Yeah I have tried lowering settings and the game still stutters. Plus I shouldn't have to lower my settings with my rig I should be playing at max with no problem.
 


Does it happen in other games?
 


One moment let me test out other games and see I know for sure the MGS:5 The Phantom Pane runs smooth but Ill test some others and get back to you.

I tried out h1z1 and MGS:5 on max settings and both run smooth. Only CSGO has stutters.
 


Okay, try this: go the your steam library, right click on cs:go, then click properties. then un check enable steam overlay while in game.
 


It seems to work so far but if I notice any stutters I will get back to you. Just wondering though why would disabling that make any difference?
