Stock CPU running at 2.035V core??!!

Okay so I installed a new g31 motherboard into my ghetto setup followed by putting in a q6600. But when I opened CPUz, it showed a voltage of 2.035. I downloaded another hardware monitor and it showed the same. I was confused at first cause my cpu was running at around 60degrees(running at 40 degrees idle after reseating hsf). But then I turned off my system. One reason might be the fact that I have a really old psu with only 14A on the 12V rail. I'm also running an htpc based 25w gt 730. Help me out guys :( .
P.s it's an oem board with no vcore options in the bios. Is it safe to turn on the pc again? What should I do? I do have the option of replacing the mobo if I do it under 10 days.
 
Solution
If there is really no option to lower the vcore even by resetting the CMOS go ahead and get another mobo. It is already faulty if it is setting the vcore so high.
