Question stock i7 3770 cpu-z core voltage 1.568..

i bought an used pc, Lenovo ideacentre with i7 3770 cpu stock 3.4 and turbo 3.9. I have a 3 step switch over top of computer case, i have it set to turbo. But how the He.. cpu-z is showing my core voltage is 1.568 ? this computer cannot be overclocked by bios, the bios so poor there is not even settings at cpu. My multiplier is 39 and bus speed 100 max. so everything is stock but Vcore 1.5-1.6??? stock air cooling and temps are 40-43 idle with case closed.

Probably bad sensor?
Download hwinfo64 and double check with hwmonitor.
Temps would be very high.
