Stop CPU from underclocking

Hey, I was wondering if I can prevent my CPU from underclocking when idle.
I don't know why, but when I'm stressing the CPU, like loading a game it fires up to 3300MHz only when loading or alt tabbed then back in.
When I'm into 2\5 minutes of gameplay my CPU underclocks itself (when not loading a map or the game itself the cpu goes into idle mode). I do have the speedstep option disabled in my BIOS but it's useless, my CPU still tries to save energy.
Laptop temperature is optimal, about 45º CPU and 50º GPU.

Make sure you're using your computer at High performance at the power setting of you'r computer. And samsung laptops have like a little ventilator in the f11 key. If you press Fn+f11 your laptop will go in silent mode, which makes you cpu run al a lower speed, so try pressing it again to go back to normal mode.

Edit: In some models in the f11 key it may say ''silent mode'' instead of a fan.
 

It isn't on silent mode. And the first thing I've done was setting the power settings at high performance.
 

Min and max were already on 100% in all profiles.
 


It's causing me too many problems, I can't get the performance I could get.
Everytime I alt tab and then go back into the game, I get double the fps. (due to my CPU going up to 3000Mhz)
And my laptop used to run at 3000/3300mhz stable with no temperature problems, this only happened after a recent windows reinstall.
 


Interesting, and you have that as the active profile? (assuming yes). Does samsung have any software installed that might be circumventing your settings?
 


I actually went ahead and downloaded all the default samsung software to check if any power saving setting was on.
Sadly all of the power saving settings were off.
I just don't get why it ignores my BIOS setting. Enabled and Disabled turns out to be the same.
 

I downgraded to windows 7 a long time ago, and everything was fine. It's a normal Windows7, not a samsung version.
The only power management driver for this laptop on its webpage is "easy settings".
 


So this is happening after a reinstall? Something is missing...chipset, GPU drivers? All these up to date I'm assuming. What is your GPU doing clockspeed wise.? My alienware had a similar issue. CPU clocks would drop as GPU clocks dropped due to Dell's shitty driver. Got the Nvidia one and everything was fixed.
 


All my drivers are up to date. GPU is doing fine I suppose, CS:GO requires too much CPU and less GPU, but I had no problems so far. I have the latest driver aswell.
 


there was a "cool and quiet" mode on easy settings, but I've disabled it.
