Stop one user from sucking 90% bandwidth of my home WiFi.

I'm having TP-link TL-WR740N at my home. One user is sucking 90% of bandwidth. There are 4 users of my home wifi. I've disabled pptp, ipsec. He is most probably using torrent clients like uTorrent & Bitorrent on his android cellphone. I haven't set any bandwidth control coz that user too have access to router config page. I've deleted uPNP utorrent ports set by him. Please Help. I can't even access google sometimes. I'm using a PC

Not much to do but to limit his controls. If you can jsut ask him to slow down, maybe that will help. Maybe some type of compromising?

If you all pay into the monthly internet access equally, this is mostly a social issue rather than a technical issue.
