Storage problem after "Fresh Start" Windows 10

So, for the past couple of weeks I haven't been able to open up my 'Settings' app on Windows 10. To fix this problem I tried the 'Fresh Start' option to update my Windows version(Had to do it this way because I couldn't update through 'Settings'). After the 'Fresh Start' finished and I signed-in to my account, all of my Steam games icons were still on my desktop. I went to storage only to find that my storage hadn't changed. 837Gb are being 'used' even though when I open it up and sort by size none of the games(which were taking up that space before) were anywhere to be seen.
Did my 'Fresh Start' just bug out? or is this intentional?
Either way... Is my PC messed up now??

Turns out it was just an unfortunate bug.
I ran a regular reset and it wiped my hard drive like intended.
