I am replacing my old m.2 with a new mp600 but I'm curious if I can still run my old 960 evo in my PCIe 2.0 x16 slot with a riser? will that work?

Yes it should work fine. If you have windows installed on the 960 EVO make sure to set your boot drive to the correct drive.
