Strange - ASUS LGA 2011 x79 Deluxe

Let me start off by saying my cpu is the i7 ib-e 4820k(default clock is 3.7ghz). Something strange is going on with my overclock. So i set my desired speed of 4.8ghz in the bios and proper voltages. It boots and posts but on the post it shows 3.706ghz as my speed which usually says 3.7. It then proceeds to boot windows which i then go into my system info (right click "my computer -> properties") and it reads 3.7ghz. Here is the strange part. I load up the latest version of cpu-z and it is reading 4.8ghz.

What could be causing this? Is this normal?

Windows performance index always displays stock clocks.
