strange audio issue

Hello everyone,

system specs:
intel 8700k cpu
asus prime a z370 motherboard
8gigs of gskill ddr 3000
240gig pny ssd
a few other normal hard drives


anyways I am sure its a setting somewhere but i just can't seem to figure this out.

ive done the following
rebooted
shut down and waited and restarted
removed audio drivers and let them reload


issue: i was having a issue playing h.265 files with vlc player (don't anymore even after downgrading) where they was constantly stuttering and pixelating. saw somewhere that the 64bit version didn't have this problem so i downloaded and installed it.

sure thee playback was fine and no more pixelating but then i ran into this audio issue and i treid to go back to the 32 bit version and the playback was still fine but the audio issue is still there.


audio issue

in vlc i can adjust the volume it makes no difference at all in the volume its the same at 1% or all the way up to 200%, also i can mute it and it don't mute the audio still plays vlc says its muted but its not.

trying to play other videos such as youtube and such (audio adjusted by speakers volume buttons to a good level) and the audio very low and has to be turned up via the speakers then you play a video on vlc and your blasted away.

also you can click on the speaker icon in the system tray and adjust the numbers there, again it has no effect on the volume of the audio like it should, it does however mute from there and it actually mutes.

i am at a loss on what to do next, don't really want to do a system reinstall.

yes tried using the one in the taskbar, the volume level does not do anything, however you can mute it from there.

odd thing is now the problem comes and goes, when the volume works fine the video is wonky, taking a video to full screen literary takes one part of the video and blows just that up to the full screen level

none of this started until i installed vlc 64 bit but uninstalling it did nothing.
