Strange audio/video stutter on desktop

Little Background: I took my computer (desktop) to where I'm staying for the summer via a car ride, not especially bumpy at all and I doubt it caused any damage to my components. When we got there i noticed this issue arise. It did not happen in my previous location.

Issue: Every few seconds it seems that my computer micro-stutters creating momentary pauses. This is not a mouse issue as it doesn't simply freeze my mouse but it freezes the whole system for a millisecond with audio also hitching. I can play games and programs fine but every few seconds it does this microstutter which is very annoying.

Things I have tried: Reinstalling GPU drivers, Moving computer to another wall socket, changing refresh rate, checking S.M.A.R.T status of drives (all passed), booting into safe mode, checking temps, checking task manager,

Booting into safe mode seemed to have fixed it but I wasn't quite sure because it seems to happen on and off. I think it's either a gpu issue, or a problem with the power in the house itself (sometimes the lights flicker) but i feel like that would cause much larger issues. Thoughts?

SOLVED: So you guys aren't gonna believe this, it was my wifi card. I guess during the car ride it got damaged somehow (it is the flimsiest piece in the entire computer.) The way I found this out was reinstalling my gpu drivers again and turning off my internet so that it didn't automatically download new the old ones. When it finished the problem went away, but then i turned back on my internet and the problem came back, then i turned it off, problem went away. Next i opened my computer, grabbed my wifi card, and threw it in the garbage. and badda bing badda boom problem solved. idk how a wifi card caused this issue but yeah.
