Strange Blur Around Images

All of my images have a strange blur on my TN panel Benq 2411z. I have changed all settings back and forth and even downloaded an icc profile but nothing seems to make the images have clarity a good example from google images:

This is exactly how my loginscreen looks and my friend has windows 10 and none of the image blur. Is my monitor defective?

That image looks fine to me. It must be your monitor.

Yeah strange on my phone it looks fine too. Doesn't make sense.

Someone mentioned turning true colors on and that option isn't there.

Perhaps it has something to do with digital vibrance. I'm shooting in the dark here.
