Question Strange Boot Behavior on powerup only

I have a 4 year old Windows 10 Pro PC (22H2, Build 19045.5487) running on a i9-11900KF, RTX 3080, 64 GB DDR4/3200MHz RAM, 2TB WD BLACK SN850, etc. Everything is updated and nothing is overclocked.

When I am running, it works absolutely fine. When I restart it, it restarts fine. However if I power down and then start, I get a series of issues:

It typically takes 4-5 starts to get it started, then it works fine

The first is normally a freeze when it gets to the Windows login screen

The second is normally I put in my password and I get the desktop but then it freezes

The third time I typically get a BSOD with the error code CLOCK_WATCHDOG_TIMEOUT, then it takes me to a screen where I can opt to restart. Then everything is OK

Once running, the system never crashes and runs OK. It always restarts fine, it's only when starting from power off that I have a problem. When starting from power off, it nearly always takes 4-5 cycles of having to power down manually and power up again.

Can anyone help?? It's infuriating.
